We operate in several natural and man-made crisis in various regions of the world. The emergency response is composed by multi-sectorial interventions comprising of WASH, EiE, CVA, Food Security, Protection, and others. We operate also in protracted crisis with provision of humanitarian aid through a prevention, emergency relief and rehabilitation approach. In the last 4 years we have strengthened the regions and the countries where we have been working, we have created new programs, developed new quality and compliance systems and now we need new people who want to join us to build the world we want in the coming years. Position: Head of Programmes – Tunisia and Libya

Reporting to: Country Representative Tunisia and Libya

Collaborating with: Heads of Departments, Project Managers, Head of Regional Unit

Location: Tunis, with regular field visits to Libya (depending on security conditions)

Working Context

WeWorld in Tunisia

We have been working in Tunisia since 2012, mainly in Sidi Bouzid, Kasserine, and Kebili. WeWorld operates in Tunisia with a primary focus on young people and women, aiming to strengthen their resilience by promoting their participation in economic, social, and political public life. WeWorld in Tunisia has particularly focused on the following areas:

·Local development

·Vocational training

·Capacity building of civil society organizations (CSOs)

·Social inclusion and integration of the gender dimension

·Child protection

The organization has a main office in Tunis and 2 field offices in Sidi Bouzid and Kebili. The main donor in Tunisia is the Italian Agency for Development Cooperation (AICS). The Tunisian team consists of eight members of national staff and three expatriates, the legal representative for the mission in Tunisia and Libya, one dedicated to Libya and one supporting missions in both Tunisia and Libya.

WeWorld in Libya

We World has been operating in Libya since 2018. Since 2022, WeWorld has developed its HDP Nexus approach based on a conflict sensitivity approach (CSA). Operating in southern Libya with the recognition of a major player in the WASH sector, with a strong partnership with national and international stakeholder. Over the past four years, WeWorld intervention in Libya has focused on the following areas in particular:

·WASH and health

·DRR

·Integrated protection

·Capacity building of Libyan civil society organisations (CSOs) and municipalities

WeWorld has a main office in Tripoli. The main donors in Libya include AICS and UNDP. The Libyan team consists of nine national staff members, supported by the same three expatriates based in Tunisia.

Purpose of the Role

The Head of Programmes (HoP) oversees the implementation and development of WeWorld’s programme portfolio in Tunisia and Libya, ensuring the quality, relevance, and impact of ongoing projects. Reporting to the Country Representative, the HoP supports strategic planning, supervises programme teams, ensures donor compliance and timely reporting, and contributes to resource mobilization. The HoP also supports the coordination of multi-stakeholder consortia and maintains relationships with institutional donors and partners.

Main Functions and Duties

Programme and Quality Management

·Ensure leadership and projects/programmes quality implementation in coherence with WeWorld strategy, contextual needs and that contingency plans and corrective measures are applied whenever needed

·Support and ensure coordination with Project Managers in planning, monitoring, and reporting of activities and results

·Coordinate with Finance Manager and Country Representative, to ensure satisfactory management of project budgets for projects within Countries’ portfolio

·Ensure projects comply with internal policies, donor regulations, local legislations and professional standards

·Lead coordination and quality assurance across sectors: protection, education, livelihoods, civil society, basic assistance

·Direct follow up/implementation of projects without a dedicated Project Manager whenever needed and based on Country Representative’s orientationsFacilitate harmonization of tools and methodologies across projects, ensuring that procedures, tools and guides are updated and implemented

·Lead on the integration of cross-cutting themes (gender, inclusion, climate resilience, etc.)

Strategic Planning and Fundraising

·Collaborate with the Country Representative in the definition and implementation of the country long-term strategy

·Identify new funding opportunities and lead on proposal development in coordination with technical and support teams

·Liaise with HQ technical coordinators and head of Regional Unit and Business development for proposal review and strategic guidance

·Support and maintain strategic alliances and partnerships with a wide range of stakeholders including national and local authorities, donors, multilateral agencies, partners and WeWorld HQPromote synergies between humanitarian and development programming

Representation and Institutional Relations

·Provides effective WeWorld representation to donors, national and local authorities, partners and other relevant stakeholders in the country

·Represent WeWorld in technical and programmatic meetings, including working groups and cluster coordination (especially in Libya)

·Support and maintain relationships with institutional donors, UN agencies, INGOs, national authorities, and local partners

·Contribute to communication and visibility activities, including capitalization and documentation of lessons learned

HR Management and Capacity Building

·Line manager Project Managers and technical programme staff

·Identify capacity building needs and organize appropriate training sessions

·Ensure smooth communication and collaboration among project teams and other departments (MEAL, Admin, Logistics, HR)

·Ensure transparent, equal and inclusive recruitment, management and training of human resources in accordance with the policy and procedures, and all regulatory requirements (WeWorld, host country legislation and donor’s policy)

·Promote staff well-being and a positive and foster an inclusive and diverse work environment, and ensure that the highest standards of conduct are observed

MEAL and Accountability

·Oversee the implementation of MEAL systems across all programmes

·Ensure monitoring tools are in place and data is used to inform decisions

·Coordinate with the MEAL Officer/Manager to ensure project evaluations, accountability mechanisms, and quality reporting

The duties and responsibilities set forth above are not exhaustive and the role holder may be required to perform additional duties.


ESSENTIAL REQUIREMENTS

Qualifications and Knowledge

·Advanced university degree in Social or Political Sciences, Development Studies, International Relations, Economics, Project Management, or related field

·Excellent knowledge of major donors’ procedures and regulations (EU, UN Agencies, ECHO, Italian Cooperation)

·Proficient in English and French (spoken and written)

·Excellent computer literacy, especially MS Office package

Professional Experience

·At least 5 years of relevant experience in humanitarian or development programmes

·Proven experience in project cycle management and donor reporting

·Previous experience managing multicultural teams

·Demonstrated success in proposal writing and donor relations

Skills and Abilities

·Strong leadership and interpersonal skills

·Strategic thinking, autonomy, and initiative

·Capacity to work under pressure and meet deadlines

·Excellent organizational and problem-solving skills

·Commitment to humanitarian principles and ethical standards

·Cultural, gender, religion, and age sensitivity and adaptability

Desirable Requirements

·Previous experience in North Africa, especially Tunisia or Libya

·Arabic language is an asset

·Knowledge of Italian is an asset


WHAT WE OFFER

Type of contract: Initial 6-month collaboration contract, subject to verification of objectives jointly agreed upon with the Line Manager; a second 6-month contract will follow upon positive evaluation and depending on funding availability

Salary: Defined according to WeWorld Expatriates Compensation Policy (Base Salary + Allowances for complexity, housing, and hardship as per duty station)

Annual leave: 2.5 days/month (working days)

Flight ticket: One return flight per 12 months of contract

Health Insurance: Fully covered

R&R: NO

Family Duty Station: YES
